Both. In general, hardware development is harder & more costly than software development (although it does depend on what you're doing & how).

Lack of software tools can be overcome. But lack of eg. a game library is a bigger problem. Unless it's really easy to port titles somehow.


Is the cause of fatigue the creation itself, or the supervisory work of constantly verifying the results?

Google’s PR team is so bad at managing their reputation that their response wouldn’t have mattered. Apple can download a 4GB Apple Intelligence model onto your phone (which likely has lower storage than your PC) without any controversy; Google cannot.


In the only way they know how :-)
